Independent School District The Galveston Independent School District Board of Education voted 6-0, with Mike Hughes absent, to name Lynn Hale as the sole finalist for the position of superintendent. "Tonight we are ready to bring forth our sole finalist," said School Board President John Ford after a three hour executive session. Ford, questioned by reporters, said Hale has requested a base salary of $185,000 plus a $1,000 a month car allowance. Action cannot be taken on her contract until next month's meeting. Although he was unable to attend the meeting, Hughes sent a statement. "I am in full support of the board's decision." "I'm very pleased to be a part of the school district," Hale said after the school board vote. "I am very much impressed with the board and the staff." Hale has worked with the school board and staff as a consultant for several projects in the district. She served as superintendent in Arlington ISD from 1993 to 1998. During her tenure in Arlington, the district reduced its budget by $10 million, passed two bond elections and increased its fund balance significantly. She previously was superintendent of Deer Park ISD and also served on the Commissioner of Education's Committee to restructure the Texas Education Agency. "I believe my expertise and training will help me address the challenges that Galveston is facing," Hale said. Hale and her husband, Jim, currently live in Kemah. The
school board also voted unanimously to make an offer for a
parcel of land on the Bolivar Peninsula for a new K-8
school. Hitchcock Independent School District The Hitchcock Independent School District Board of Trustees has named Barbara J. Wilson as sole finalist for the position of superintendent. Wilson, who has been with HISD for six years, has been interim superintendent since November. She told reporters that she has not negotiated a salary with the school board. The
school board will take final action on the appointment at
the February meeting. Houston
City Council Houston
City Council voted unanimously to refer back to the
administration a five-year contract for $2,441,065 with
P.E.S. Ventures, Inc. dba Fort Bend Mechanical (FBM) for
heating, ventilation and air conditioning services, on a
motion by Councilman Bert Keller who tagged the item last
week. Henry Oramas of Way Service L.T.D., who also bid on the project, complained to the city council that FBM did not meet industry standards for a project this size. "Their
bid was over thirty-percent lower than the next four
companies, who were all within five-percent of each
other,”
Oramas
said.
Council
Member Carol Alvarado said there were concerns that FBM had
violated the city’s Prevailing Wage Act by under-paying
employees. Keller
noted that FBM was under investigation for its work on a
hotel project that was partially funded by the city. Keller
said a federal court had cited “overwhelming evidence that
they directed employees to clock in, then sent them to
another job. That’s not only fraud, that’s stealing.” Keller said that he would take steps to prohibit FBM from bidding on future city projects. The city council voted to publish the names of delinquent taxpayers who owe the city over $25,000 in the Houston Chronicle. Several
items were tagged, or deferred for one week, at the request
of individual council members: Council Member Carroll Robinson tagged the proposed appropriation of funds in the Water and Sewer System Consolidated Construction Fund and Affordable Housing Uptown 2002B Fund for construction of water, sanitary sewer and storm sewer lines for Tierra Glen Section 3 and 4 and the Sewer System Consolidated Construction Fund for a similar project in the Meadow Creek Gardens subdivision. Three
items were delayed for one week by vote of the city council: Approval of two contracts was delayed for six weeks on a motion by Bruce Tatro; a $2,436,02 contract with Direct Action Uniforms and a $100,514 contract with L & N Uniform Supply Co. The administration withdrew from the agenda an ordinance authorizing application for grant assistance from the Texas Parks and Wildlife Department for acquiring 70 acres of the Prairie Pothole Wetland Complex. The grant will be pursued by the county. All other agenda items were approved. Council Member Carol Galloway was absent. More than 20 people addressed the city council in support of a resolution against a potential war against Iraq. Mayor
Lee Brown announced that the city council will be briefed
next week by Houston Police Chief Tim Oettmeier about the
investigation into the HPD crime lab, related to the K-Mart
investigation. Galveston
Historical Foundation Galveston Historical Foundation Executive Director Marsh Davis told the Galveston Rotary Club that the GHF "fleet" is expanding. "We are in the process of acquiring one of the few remaining historic shrimp boats," Davis reported. The new vessel will join the Seagull II tour boat and tall ship Elissa at the Texas Seaport Museum. Elissa will be back in operation at Pier 21 following a period in dry dock in Houston. Davis said the annual Dickens on the Strand festival is a major economic event in Galveston. "Conservatively, well over $5 million in local commerce, just on the island alone, and it swells hotel occupancy by three-fold, at the same time producing a quality, family-oriented event." He said that the annual Historic Homes Tour in May will feature some "really stunning properties." The annual Sacred Places Tour is from 10 a.m. to 5 p.m. on Saturday. Davis
stressed that the special events support GHF's mission of
historic preservation. College
