USAID to Iraq from the Port of Galveston A shipload of wheat, enough to feed 4.5 million Iraqis for one month, will sail from the Port of Galveston today. Local, state and federal officials turned out for a dockside news conference on Thursday. "This is a great day for the port and the city," said Galveston Mayor Roger Quiroga, welcoming a flag waving crowd to Pier 34. "We are proud to be the first port to participate in this humanitarian effort." "This ship, the Free Atlas, will soon be underway, carrying 28,000 tons of winter wheat from the heartland of America to the people of Iraq," said Fred Schieck, deputy administrator of the U.S. Agency for International Development. "But that is not all that it carries, because this ship symbolizes a commitment on the part of the United States to the liberation of Iraq and the freedom of its people and the reconstruction of its country." "We will make sure that this food reaches the people who most need it," promised Jim Butler, deputy undersecretary of agriculture. "Our efforts today go a long way in helping assure the people of Iraq there is a better way of life for them to come in the future." "When this ship completes its journey, it will be offloaded by the UN World Food Program and the food will be distributed by the World Food Program and by the private voluntary organization," said Lauren Landis, director of the USAID Food for Peace Program. "Believe me, there are a number of people awaiting the safe journey of this ship." "I am glad to see this
shipment of grain leaving for Iraq," said United States
Representative Nick Lampson in a news release. "We
have seen the pictures of Iraqi men, women and children lining
up for food and water, and we have seen the desperation on
their faces. This shipment will relieve some of that
desperation." Galveston Finance & Fiscal Affairs Committee The Galveston Finance and Fiscal Affairs Committee created a subcommittee on policies for interfund transfers, budget amendments and other policy issues at Thursday's regular meeting. Committee Chair Fred Micks named Steve Greenberg chair of the subcommittee and Richard Moore and Micks as members. Shrub Kempner urged the subcommittee to consider the needs of the city in the event of an emergency, such as a major hurricane. Kempner said the city should arrange a line of credit for an emergency loan from a bank. "The Charter says the city can borrow money in case of an emergency, but it must be paid back in the following year from property tax revenues," said Greenberg, reminding Kempner that his mother, Ruth Kempner, wrote the charter. "I have to talk to her," Kempner quipped. "But, at the time, there wasn't 24 percent of the property value of the city west of the Seawall. Moore expressed concern that the city has not conducted an actuarial study related to its insurance liability. "This committee is not going to have a high comfort level making a recommendation to council without an actuarial study," he said. The committee reviewed the city's enterprise funds, noting deficits in the golf course and drainage funds, and reviewed recommendations for increased fees to meet the deficits. The committee spent more than an hour reviewing the 2002 Comprehensive Annual Financial Report with Chris Breaux and Lydia Cook of Null Lairson. Greenberg, who has often complained that the report was not delivered within the 120 days required by law, asked whether any cities comply. "The

Prado is among the finest ever to serve on the Bay Area Council Boy Scouts of America Bay Area Council, Boy Scouts of America has announced that effective immediately, all new volunteers and leaders will have a criminal background check performed on them. “The safety of our youth has always been, and always will be, the paramount concern for the Boy Scouts of America,” said Pat Craven, scout executive of Bay Area Council. “We continually seek new ways to improve our youth protection methods and procedures because we believe in the critical importance of protecting our youth from any form of abuse.” The BSA has chosen the ChoicePoint company’s Internet based criminal background checking system called VolunteerSelect to screen its applicants. If a match is found on a volunteer applicant, he or she will be sent a copy of the information and can dispute the findings. The council and the organization that sponsors the applicant’s unit will then determine how to proceed, based upon BSA procedures. The Junior League of Galveston County Third Annual Rummage Sale is Saturday and Sunday at the Galveston College Fort Crockett Campus, 5001 Avenue U, between 45th Street and 53rd Street. Doors open at 8 a.m. both days. More than 10,000 items will be for sale, including a car provided by Sand Dollar Autoplex. Other items include furniture, appliances, housewares, children's clothes and toys, sports equipment, lawn and garden supplies, adult clothes, crafts and hobbies, books, electronics, videos, seasonal items and linens. All proceeds benefit the JLGC's countywide projects, including Books Alive, the Ronald McDonald House, Pedi-PALS, Senior-PALS, Opportunity Knocks, the Advocacy Center, Community Assistance and scholarships. Galveston’s Grand 1894 Opera House will host the eighth annual Grand Kids Festival, "a celebration of families and folk arts," Saturday from 10am-5pm, in historic downtown Galveston, on Postoffice Street between 20th and 23rd streets. Honorary co-chairs of this year’s festival are again University of Texas Medical Branch Department of Pediatrics Chair Dr. Lawrence R. Stanberry and his wife Elizabeth. Honorary “Grand” Parents are UTMB President John D. and Mary Ann Stobo. "Created as an extension to The Grand’s children’s programming and designed to raise an appreciation and awareness of the importance of fine arts for children, the festival features three major performance stages, an artisans tent, a storytelling tent and over 50 unique booths offering 'hands on' activities for children and children-oriented arts and crafts," said Maureen Patton, director of The Grand. "Food booths will offer 'fun, but good food', with only non-alcoholic beverages sold." Last year over 6000 attended this day-long family event. There are still openings for community volunteers to help with all aspects of the events.
