Emergency management coordinators in Galveston County and Jefferson County activated their emergency operations centers on Sunday, but watched the storm move ashore into Louisiana this afternoon. County Commissioners Court voted 3-2, with Ken Clark and Eddie
Janek opposed, to approve a budget amendment related to the
Justice Center Project. Dedra Black reported from the

County Commissioners Court Galveston County Commissioners Court voted 3-2, with Ken Clark and Eddie Janek opposed, a to approve a budget amendment involving the Justice Center Bond Project. The
court voted 4-1, with Janek opposed, to submit a bill for
special work completed by the Null-Lairson accounting firm. The
commissioners court voted 4-1, with Clark opposed, to approve
a resolution seeking federal funding for acquisition and
restoration at the Starvation Cove Project site. The
commissioners court authorized the purchasing agent to
advertise for bids in the Fairwood/Vauthier Road Project and
the Stewart/Jones/81st Street Project. The
commissioners court approved a resolution recognizing
Supervisor Accountant Tom Meade upon his retirement. “Tom,
thanks for all the hard work,” said County Judge Jim
Yarbrough, “Congratulations!” All
other agenda items were approved. Community
Services Director Curtiss Brown talked with the commissioners
court in workshop about the cost of autopsies. “We’ve
been exploring the options regarding the medical examiner’s
office,” stated Brown, “Basically, we have no options
available to us, other than to continue to contract with
UTMB--other than carrying our bodies halfway across the State
of Texas, perhaps.” Beach
and Parks Director Dennis Harris and Senior Citizens Director
Julie Penrod-Glenn discussed the Senior Aides Program in
workshop. Jefferson County Commissioners Court Jefferson County Commissioners Court approved three change orders for projects at the Southeast Texas Entertainment Complex. A change order with Steel Services Corporation for the multi-purpose arena facility will reduce the cost by $168,487.92. This includes deductions for the cost of correcting misfabrication. A change order in the contract with Daniels Building and Construction Company for the multi-purpose arena will deduct $27,409.33 from the cost of the contract. A second change order in the contract with Daniels will add $107,891.88 to the cost of the arena. The commissioners court approved continuation of the grant for the Auto Task Force for Fiscal Year 2004. Members of the commissioners court were divided on a proposed budget transfer for computer equipment and stationery and supplies for the county correctional facility, with Mark Domingue and Everette "Bo" Alfred in favor and Jimmy Cokinos and Waymon Halmark opposed. County Judge Carl Griffith suggested that the item be pulled from the agenda for consideration in the 2004 budget. The commissioners court deferred a decision on early voting locations for the September 13 constitutional amendment election. All other agenda items were approved. The
commissioners court met in workshop Monday morning to discuss
health plan benefits. Galveston Park Board of Trustees The City of Galveston Park Board of Trustees has announced that a beach nourishment project west of the Seawall has been completed in time for the busy Fourth of July weekend. "Today,
with the project completed, the beach is approximately
300-feet wide and 80,000-cubic yards of sand- richer, compared
to prior conditions measuring only 10-feet of coast extending
from the high-tide line to the Gulf," said a park board
news release. The
total cost of the project was $1.4-million. The park board
paid 15 percent and a grant from the Texas General Land Office
paid the remainder. The project included the dredging of
Boddeker Channel at East Beach, which opened up the water flow
to the east lagoon and also improved marine habitat by
creating a channel. The dredged material, beach quality sand,
was then used to nourish approximately 2,000-feet of coastline
from the end of the Seawall heading west toward Dellanera RV
Park and ending at Seascape Condominiums. For

Representative Larry Taylor, who was named “Freshman of the Year” by
the Texas House Republican Caucus, has received the same accolades from Capitol
Inside, a political news publication that reports on Texas
government and politics. In the recognition of Taylor's work during the 78th Legislature, the publication noted “(Taylor) passed FAIR plan legislation to provide residential property insurance for citizens in underserved areas of the state.” Taylor
said that providing
access to affordable homeowners insurance was a top priority
during the session.
“Texans
have faced skyrocketing insurance rates in recent years,”
said Taylor.
“I campaigned on bringing common sense solutions to
Texas’ insurance crisis and I am proud and excited that my
actions during the session to do just that have been
recognized,” Taylor added. The Consortium for the Advancement of Professional
Excellence is partnering with the San Jacinto College South
Continuing Education Division for two summer institutes, to
provide training and certification for teacher assistants. The institute is from Paraprofessionals presently employed, or persons who plan
to apply for teacher assistant positions within the C.A.P.E.
school districts may enroll. These districts include Participants receive training in reading, writing,
mathematics and professional ethics during the first two days
of the institute. On the third day, participants take the
C.A.P.E. Paraprofessionals Assessment of Competencies test.
Based on test results, participants are either certified or
given an opportunity to receive re-teach and re-test support. The institutes are a part of SPECIAL (Supporting
ParaEducators Competencies In
Assisting Learners), a San Jac South continuing education/C.A.P.E.
partnership which offers ongoing professional development
opportunities for paraprofessionals. New training requirements under the No Child Left Behind
legislation led to the creation of the institutes. President
George W. Bush authorized the legislation in January 2002. The
legislation requires educational paraprofessionals to meet
certification standards in order to gain employment in school

University of Texas Medical Branch The American Association of Spinal Cord Injury Nurses has named University of Texas Medical Branch at Galveston nurse Paula A. Stangeland as the recipient of the Staff Nurse Award for Excellence in Spinal Cord Injury Nursing. Stangeland was nominated for the award by her UTMB nurse manager, Carol Zendeh Del. "Paula is one of those nurses a manager would love to clone," Zendeh Del said, describing Stangeland as always willing to develop new projects and assist others, yet never one to take credit for a job.
"I like being that
positive influence that tells people 'you can do it' and
seeing them
accomplish their goals on their way back to being
independent after a
debilitating injury or illness," Stangeland said of her
award. Another
flock of ten Chinstrap Penguins will arrive at the
Aquarium at Moody Gardens on Tuesday. The birds are
named Chinstraps because of a thin line of
black feathers that runs beneath their chin. The birds
are being flown from the west coast via
Continental Airlines. They will be greeted at George
Bush Intercontinental Airport by Moody
Gardens
aquarium staff and be driven to their new home in customized
transporting containers that are maintained to a chilly 35
degrees. “The Chinstraps create a great deal of excitement in their exhibit," said Animal Husbandry Manager Greg Whitaker. "They frolic and fly underwater and the King Penguins are more active as a result.” The move is part of a breeding-loan program with Sea World San Diego. The purpose is to promote breeding in order to diversify the penguin collections at this and other institutions. For

Ball High/Galveston College ROV Team Students representing Ball High School and Galveston College who traveled to Massachusetts Institute of Technology for the Second Annual National Student Remotely Operated Vehicle (ROV) Competition, "Lost on the Titanic: Rusticles or Bust," took third place in the Open Class category. Tropical Storm Bill's threat to the Texas Gulf Coast was covered by The Online News Station's Hurricane Page.
