Galveston Central Appraisal District Taxing entities in Galveston County have been asked to submit nominations to fill the vacancy on the Galveston Central Appraisal District Board of Directors that resulted with the recent death of Chair Joe DeCuir on June 11. "We are currently accepting nominations to replace Mr. DeCuir," said Chief Appraiser Ken Wright, who said nominations will close on August 6. Listen Unlike the normal procedures for election of board members, when there is a vacancy, the remaining board members will select the replacement from the candidates that are nominated by the entities. Galveston City Council on Thursday voted unanimously to nominate Don Ciaccio to fill the vacancy on the Galveston Central Appraisal District Board of Directors. Mayor Lyda Ann Thomas reappointed three members of the Galveston Housing Authority Board of Directors: Chris Bertini, Ingrid Gonzalez and Edna McCalister. The city council voted unanimously to proceed with the legal process to implement new rates for the Municipal Drainage Utility, but members stressed that public hearings will be held, and additional city council action is required, before any change is implemented. The city council voted 2-5, with only Joe Jaworski and Danny Weber in favor, to deny a request to waive the fee to appeal a decision of the Landmark Commission. The commission had denied a certificate of appropriateness for a vinyl fence. All other agenda items were approved with 7-0 votes. Chuck Lawrence covered the meeting. Kemah City Council on Thursday voted to table action on a proposed agreement with Clear Lake Emergency Medical Corps and instead to submit requests for proposals for the city's emergency medical service. The city council voted to table action on a proposed ordinance to prohibit the issuance of any permits to applicants in violation of city ordinances or delinquent in any payments owed to the city. The city council voted to adjust the water bill of a resident on Andes Lane, whose monthly water usage showed a huge increase; and asked City Administrator Bill Kerber to find out why so much water is being lost. The city council approved the final cost of $23,000 for a large "Welcome To Kemah" sign and two smaller signs. The cost also includes landscaping. The city council voted to table the nomination of a member of the Galveston Central Appraisal District Board of Directors until after next Wednesday's meeting of the Galveston County Mayors and Councilmembers Association. All other action items were approved. All votes were unanimous. The city council congratulated Council Member Kelly Williams on her success at the recent Mrs. Texas America Pageant in Dallas. Williams won Second Runner Up, was given the Best Smile Award and was voted Mrs. Congeniality 2004. Santa Fe City Council Thursday night unanimously voted to increase the fee for residential solid waste collection services from $9.49 per month to $10.03. That is a 6.7 percent increase. The city council voted to confirm the appointment of Jamie Fielding to the position of community services director by City Manager Joe Dickson. The city council voted to promote Mark Mazoch from Alternate Position 1 on the Board of Adjustment to full membership on the board; and moved Fred Sandberg from Alternate Position 2 to Position 1. The city council voted to deny a request by Charles Wade Norman that his property be excluded from the Santa Fe municipal boundaries. The city council voted to deny an application by Boone Exploration, Inc., on behalf of Magnum Hunter Production, Inc., for a geophysical mineral exploration and testing permit. The permit fee is being refunded to the applicant. The city council voted to designate a no-parking zone along a portion of 11th Street and along a portion of Beriton Street. The city council voted to reduce the number of members on the Library Advisory Board from nine to five. The city council approved an interlocal cooperation agreement with the City of Hitchcock and Galveston County for supplemental police services along the Highland Bayou Diversionary Canal. The city council voted to retain the services of attorney William S. Helfand to represent the city in the termination and disciplinary appeal of police officers. The city council voted to table action on a request by the Fraternal Order of the Eagles #3789 located at 6101 FM 646 S for property tax relief as a qualifying charitable organization. All other agenda items were approved. All votes were unanimous. Pasadena City Council on Tuesday voted 7-2, with J. J. Isbell and Jack Douglass opposed, to approve a variance to the city's buildings and general building regulations code with regard to a multi-family project on the southwest corner of Pasadena Boulevard and Beltway 8. All other votes were unanimous. The city council voted to approve Mayor John Manlove's appointments of Gary Williams to Position 3 of the Building and Standards Commission and of Bill Bezdek and Richard Cansler as alternates. The city council approved contracts for $63,533 and $160,441 with the Texas Engineering Extension Service of Texas A&M University, "to fund local government public safety equipment under the State Homeland Security Law Enforcement Terrorism Prevention Grant Program," said staff notes. The city council voted final approval of an interlocal agreement with the City of Houston to participate in the Gulf Coast Violent Offenders Task Force. The city council voted final approval of a $21,074 contract with Geotech Engineering and Testing for professional services in connection with testing for the Police/Fire Academy Driving Track -- Phase II. All other agenda items were approved. The "new and improved" version of Bush Intercontinental Airport's Runway 8R/26L, which has been closed for repairs since December 2003, will reopen July 15 after undergoing reconstruction to remain compliant with Federal Aviation Administration safety standards. The runway surface was 90 percent asphalt and had not been overlaid since 1993. "The upgraded surface is all concrete and will be more durable," said a news release. "Additionally, all the taxiways adjacent to the runway were reconstructed." Houston Metropolitan Transit Authority Longtime METRO Bus Operator Matthew Terry will be cited at the July 15 METRO Board Meeting "for his heroism in rescuing a woman and baby in distress". Just before noon on June 9, Terry, while driving a bus, saw a man forcefully beating a woman, who was holding a baby. "Without concern for his own safety, he shielded the woman and baby from the man and tried to get the situation under control," said a news release. "Terry then spotted a Bellaire police officer, who arrested the suspect." METRO President and CEO Frank J. Wilson and Jeffrey C. Arndt, senior vice president of operations, will present Terry with a resolution in his honor. “Matthew Terry went beyond his job duties to help a patron in distress,” said Wilson, “And we are pleased to recognize his truly heroic actions." In addition, other outstanding METRO employees will be recognized at the meeting, including winners of the 2004 METRO Bus Roadeo, METRO’s Top Operator and Top Tech of the Year and METRO Police Officers who received annual awards. The Galveston College Second Summer Session classes begin on July 13.
