“We
have heavy pedestrian and bicycle traffic as
evidenced by the trails, and we know it’s
unsafe to get in that roadway,” Waltz
said. “This really is a neglected part of
the city.”
Webster
resident Hubert Cook spoke in opposition to
Waltz’s recommendation, stating that the
city council should further research methods
