Houston City Council voted 11-4, with Addie Wiseman, Shelley Sekula-Gibbs, Ronald Green and Michael Berry opposed, to approve strategic partnership agreements with Harris County Municipal Utility Districts 109, 132 and 153 providing for limited purpose annexations in each district. The agreements are similar to those approved by the council last month with 21 other MUDs and water boards.  Listen  Download
