Dear Mr.
Guidry,
I received
this document this morning regarding Onzelo
Marcum, a police officer in League City.
After carefully reading the presented
document it does appear that there are
infractions of the Code of Conduct, City
Personnel Policies.
Document
The
documents also indicate that the Human
Resources manager allowed Mr. Marcum to
prepare a hiring procedure policy for Mr.
Shults's assistant, without the permission
or knowledge of the former City
Administrator, Chuck Pinto.
This begs
the question of why does a police officer
have the authority to define a city hiring
procedure? Further, the question, does
our Mayor feel indebted to Onzelo Marcum for
being his campaign manager and consultant?
According to the enclosed document, Mr.
Shults paid Mr. Marcum's company
(Co-Venture) more than $12,000.00 during and
since the Mayor’s successful campaign.
This may be
a conflict of interest with Mr. Marcum's
political consulting company working to
elect a mayor for the City that he works for
and under this elected Mayor who paid for
his services. Once again this begs the
question of does Mr. Marcum receive special
attention? Does Mr. Markum now have
undue influence in the executive branch of
League City government when he is clearly a
rank in file policemen?
I hope our
city councilmembers would not let any
accusations of violations of League City
employment policies and ordinances pass
across their desks without a careful
investigation.
