Friendswood City Council on Monday voted 4-3, with Mayor David Smith, Andy Rivera, Laura Ewing and Leslie Reid in favor and John LeCour, Chris Peden and Jim Hill to rate the performance of City Manager Bo McDaniel as “acceptable”.  Reid, who was absent at the previous meeting where the city council was evenly divided over the performance of the city manager, was the tie breaker at this week's meeting.

The city council voted unanimously to deny a motion to provide police security for the transfer of funds from the Galveston County Tax Office at City Hall.

The motion by LeCour "to authorize the city manager to provide a city police officer for transitioning the transfer of funds from the Galveston County Tax Office at City Hall to begin immediately and to give discretion to the city manager to develop any details as may be needed" was seconded by Peden, but failed on a 7-0 vote.

The city council voted 6-1, with Smith opposed, to table action on a proposed ordinance providing for the issuance of permits for the installation of irrigation systems.

The city council voted unanimously to establish an employee recycling program, "and encouraging recycling efforts throughout the city."

All other agenda items were approved with unanimous votes.
