A comment by Galveston County Judge Jim Yarbrough about the proposed closing of Rollover Pass at a December 17 meeting on the Bolivar Peninsula has generated several postings on the Guidry News.com Community Bulletin Board.
"Which Federal, State and County offices are involved in this process?" asked LaJean Hicks. "Can the GLO legally close Rollover Pass, when the land on both sides of the cut is privately owned? I am a member of the GCA (Gilchrist Community Association) and know that steps are being taken to clean up the cut."
Guidry News Service forwarded the questions to Galveston County Commissioner Patrick Doyle and the Texas General Land Office.
"I am not fully aware of all the agencies that have to be involved," Doyle responded. "I know early on, the GLO and Corps (The U.S. Army Corps of Engineers) expressed interest in the closure due to high costs of dredging, etc. This issue was raised at the same time they discussed removal of the Geotubes."
"We know it will require an environmental impact study, as required by the Corps," said Jim Sudyam in the GLO. "But it also will likely require legislative action since it will cost a substantial chunk of money (maybe a rider?). Parks and Wildlife has jurisdiction over fishpasses, but it appears that Commissioner Patterson will be taking the lead on this one to try and push it through."
Sudyam said additional information on the project will be provided when it is available.
