I think that your May 17th commentary about the role of the City Mananger in Galveston was generally good. However, I want to correct the record and hope you will too, on one point:
Prior to bringing in Bern Ewert, the city utilized a top down approach but the city department heads never signed on to the entire Emergency Management Plan despite pleadings by Doug. (How and why that broke down is a topic for another day.)
However, when Bern Ewert came to the city he took a professional approach to Emergency Management as he did with other areas of city management. The department heads were ‘forced’ to do their jobs in this plan. In fact, what he did was to take the city’s plan and expand it by ensuring that all departments had written SOPs for any known eventualities and were committed to following them; and, they were frequently tested during ‘drills’.
He also, for the first time, caused the city to coordinate with the county.
