Harris County Attorney Vince Ryan has completed his review of the Port of Houston Authority, which was conducted at the request of Harris County Commissioner Jack Morman. The report includes recommendations to improve the operation of the Port of Houston in the areas of open meetings, procurement, auditor supervision, budgeting procedures and corporate perspective.
One recommendation is that the PHA commission should adopt policies to assure compliance with the Texas Open Meetings Act and which present a greater perception of transparency such as holding executive sessions toward the end of the meetings and not at the beginning.

“We believe the adoption of the recommendations in our report will bolster public confidence in the PHA as an important institution for the future of Harris County and the region,” Ryan said.
