Correctional Managed Care Contract Update
message to UTMB employees by President Dr. David Callender
Monday, October 31, 2011

University of Texas Medical Branch at Galveston President Dr. David Callender has published a letter to UTMB employees regarding the UT Board of Regents extension of the Correctional Managed Care contract for Texas Department of Criminal Justice prisoners.

As you know from an earlier message, UTMB and the Texas Department of Criminal Justice have been engaged in extensive negotiations regarding the Correctional Managed Care contract. The interim agreement between UTMB and TDCJ for correctional care was scheduled to expire today. However, the UT Board of Regents today authorized UTMB to execute an interim agreement through November 30.

UTMB values the relationship that has, over past two decades, improved outcomes and reduced cost of correctional health care in Texas, and our commitment to patient care remains unchanged.

We appreciate having additional time to work with TDCJ toward a solution that works for both state agencies and ensures the appropriate level of affordable care for offender population. We also very much appreciate the state lawmakers who are helping the state resolve this matter.

In the meantime, we will continue to work with TDCJ and state leaders to balance the health care needs of state’s incarcerated with today’s financial realities.

Dr. David L. Callender
President
