$7,500 offered for apprehension of Dallas fugitive with connections to Waco

A Dallas man with connections to the Waco area has been added to the Texas 10 Most Wanted Fugitives list, and authorities are offering a $7,500 cash reward for information leading to his arrest.

Norris Wayne Smith, 39, has a spouse and children in Waco and an ex-girlfriend and children in Dallas. He has held jobs in construction, carpentry, brick laying, pipe fitting and welding.

Smith is wanted for attempted capital murder in Waco. On August 6, 2011, Smith and two accomplices committed an armed robbery that resulted in the shooting of the victim. One of the accomplices has been apprehended; the other is still at large. Smith is also wanted for a parole violation.

Smith has scars on his lower back, forehead and left cheek, as well as a scar on his right leg from a gunshot wound. He has a discolored birthmark on the right side of his neck. He has numerous tattoos including “SMS” on the back of his neck, “Pam” with a red star and other symbols on his right forearm, and a baboon over a snake and continental Africa with a red star on his left arm. 

Smith’s criminal history includes convictions for robbery, assault, unauthorized use of a motor vehicle, dangerous drugs, resisting an officer and unlicensed possession of firearm by felon. While he was in prison, Smith would disobey orders, cause disturbances, use vulgar language and refuse to work.

Texas Crime Stoppers and the Criminal Justice Division of the Governor’s Office offer rewards to any person who provides information that leads to the arrest of one of the 10 Most Wanted Fugitives. Anyone with information can provide anonymous tips in three different ways:

  • Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).
  • Text the letters DPS—followed by your tip—to 274637 (CRIMES) from your cell phone.
  • Submit a web tip through the DPS website by selecting the fugitive you have information about, and then clicking on the link under their picture.

All calls, texts or e-mails are anonymous.

For more information on specific fugitives or the crimes they are accused of, please contact the local police agency in the area where the fugitive was last seen.

DPS investigators work with local law enforcement agencies to select fugitives featured on the Texas 10 Most Wanted list. You can find the current list—with photos—on the DPS website at The list is updated as needed.
