Five Charged in Ongoing Heroin Investigation
Layton Jamal Coulter, 23, of Houston, was charged with Possession of a Controlled Substance in Penalty Group 1 (Heroin) and Unlawful Possession of a Firearm by a Felon. Robert Griego Jimenez, 24, of Houston, was charged with Possession of a Controlled Substance in Penalty Group 1. Tia Amelia Stone, 19, of Houston, was charged with Possession of a Controlled Substance in Penalty Group 1. Seamus Bernard Lamb, 22, of Heritage Park, was charged with Possession of Marijuana. Officers obtained a narcotics search warrant for a residence in the 11000 block of Sageview Drive, in the Sagemont subdivision of Houston. The search warrant was the result of an investigation in to the illegal sale of narcotics in and around the Friendswood area. The warrant was executed at approximately 6:45 p.m. on Thursday, January 19. Friendswood officers entered the residence and found two vials containing liquid heroin, marijuana, two boxes of narcotic paraphernalia and syringes, in addition to, a semi-automatic pistol and ammunition. During the investigation, officers had knowledge that Coulter was living at the residence with Jimenez and that he had an active parole revocation warrant. Coulter is a convicted felon.
This is the second narcotic search warrant to be executed at Jimenez’ Sagemont home. In January 2010, officers arrested Jimenez after they found black tar heroin, liquid heroin, LSD, codeine, marijuana, hashish and a large variety of illegal prescription pills. Jimenez pled guilty and received 42 months of community supervision. His probation for this offense does not expire until September 2013. In March 2011, Jimenez was charged with a misdemeanor possession of a controlled substance; he received 10 days in the Harris County jail. Jimenez is now in the Harris County jail on a $2,000 bond.
Coulter’s prior arrests includes a 2008 arrest for possession of more than 17 grams of heroin with intent to distribute and a 2009 arrest for possession of 4 grams of heroin with intent to distribute. Coulter was placed on 3 years of community supervision. His probation was set to expire March 2012; however in December 2010, he was sentenced to 2 years in prison for violating the terms of his probation. He served from February 2011 to March 2011 when he was released on parole until April 2012. Coulter is in the Harris County jail. He has two $5,000 bonds for the current charges; however, no bond is set for the revocation of parole warrant.
Lamb was previously arrested in 2008 for possession of 17 grams of heroin and possession of marijuana. In 2009, he was arrested again for possession of 38 grams of marijuana. And, in 2010, he was arrested for possession of marijuana. He successfully served a year of probation. Lamb is in the Harris County jail on a $1,000 bond.
Stone was arrested for possession of heroin in March 2011. She received 2 years of felony probation that will expire in May 2013. Stone is in the Harris County jail and has not had a bond set.
These arrests follow the arrest of Isaac Christopher Dominguez, 25, of League City, who was charged with Delivery of a Controlled Substance in Penalty Group 1 (Heroin) on January 18 at approximately 12:30 a.m. Dominguez was the subject of a traffic stop in the 3300 block of FM 528 where officers found him in possession of 7 grams of heroin. Dominguez remains in the Harris County Jail on a $20,000 bond. Dominguez’ last arrest was for Evading Arrest after he led officers in a vehicle pursuit in October 2011.
