Port Arthur City Council on Tuesday voted unanimously to authorize the issuance of $3,275,000 in certificates of obligation for city-wide energy retrofits.

Projects under the energy retrofits include replacement of the HVAC at the Amos Evans Recreation Center, the water purification plant, Central Library, the civic center and the Health Department.  Lighting retrofits at various city buildings and the replacement of all traffic signals with LED lights are also part of the retrofits.

The city council voted unanimously to approve a promotion and development agreement between the Downtown Renaissance District Board and the Port Arthur 4A Economic Development Corporation.

Under the agreement, the economic development corporation will pay $98,000 for promotion services to be provided by the renaissance district.  Promotion services under the agreement include the district’s assistance in securing and processing the economic development corporation’s Operation Downtown Grant Program Applications to ensure qualification for projects in the downtown area.

The city council voted unanimously to reappoint Yvonne Sutherlin, Melinda McNulty and Jack Chatman to the Downtown Renaissance District Board.

The city council voted unanimously to appoint Armani Alpough, Dominique James, Nataly Corona and Kymijah Thomas to serve on the Youth Advisory Council. 

Alpough will serve as a representative of District 2, James and Corona as representatives in District 7, and Thomas for District 8.

The city council voted unanimously to appoint Annie Barkers to the Beautification Commission.

The city council voted unanimously to amend the city’s contract with the Port Arthur Historical Society for an additional $24,125 in funds from the city to support the painting and leveling of the Pompeiian Villa.  The funds will provide half the cost of the project at the villa, with the remaining cost to be paid by the historical society.

All other items were approved by unanimous vote of the members present at the time of the vote. Council Member John Beard, Jr. was absent from the meeting.  Agenda
