Gov. Perry Appoints Rylander to Texas Water Development Board

Austin, Texas -- Gov. Rick Perry has appointed Fredrick "Rick" Rylander of Iraan and reappointed Lewis McMahan of Dallas to the Texas Water Development Board for terms to be effective June 11, 2012 and to expire Dec. 31, 2017. The board oversees statewide water planning and administration of financial programs for water supply, wastewater treatment, flood control and conservation projects.

Rylander is a rancher and retired regional manager of National Oilwell Varco for the Permian Basin and Eastern New Mexico territories. He is a board member of Combat Marines Outdoors, former commissioner of the Pecos River Compact Commission, and a former mayor and councilman of the City of Iraan. He served in the U.S. Army. Rylander received a bachelor's degree from Texas A&M University.

McMahan is a registered professional engineer and retired vice president of Texas Instruments. He is a member of the Southern Methodist University Lyle School of Engineering Advisory Board, the Parkland Hospital Facilities Advisory Committee, a board member of the Texas Instruments Foundation, and is an executive committee member and past president of the Texas Instruments Alumni Association. He is a member of the Dallas Chamber Water Council, the Richardson Chamber of Commerce, the North Texas Commission, and Quality Texas Foundation, and is a past board member of the United Way of Metropolitan Dallas and the Dallas Museum of Art. McMahan received a bachelor's degree from Southern Methodist University.

Gov. Perry Appoints Givens to the Texas State Library and Archives Commission
Reappoints Carr to commission

Austin, Texas -- Gov. Rick Perry has appointed Lynwood Givens of Plano and reappointed Sharon Carr of Katy to the Texas State Library and Archives Commission for terms to expire Sept. 28, 2017. The commission provides informational, library, archival and records management services to government agencies and individuals.

Givens is a retired chief technology officer from the Raytheon Company, a consultant and investment analyst, and a published author. He is a member of the American Physical Society, Gideons International, and the Midwestern State University Board of Regents, and is a past member of the University of Texas at Dallas Research Advisory Board. Givens received a bachelor's degree from Midwestern State University, and a master's degree and Doctorate of Physics from the University of Texas.

Carr is a retired librarian and administrator for El Paso Independent School District. She is a life member of the Texas Library Association and the Texas Parent Teacher Association, and is a past member and past president of the Texas Association of School Library Administrators. She is a past president and past board member of the Border Regional Library Association, and past president of the El Paso Area Libraries and the University of North Texas School of Library and Information Sciences Board of Advisors. She is also a member of El Paso Junior League and a past board member of the El Paso Symphony Orchestra. Carr received a bachelor's degree and a master's degree in library science from the University of North Texas, and completed her Mid-Management Certification in educational leadership from the University of Texas at El Paso.
