CBP Names Port Director to Head Seaport Operations

HOUSTON – U.S. Customs and Border Protection has announced the selection of L. Dave Fluty as Area Port Director for the Houston/Galveston area ports of entry.

U.S. Reps. Gene Green and Sheila Jackson Lee as well as staffers from Sen. Kay Bailey Hutchison’s office and U.S. Rep. Al Greene’s office made their way to the Port of Houston Authority’s executive building to welcome Fluty and remind attendees how important the Texas seaports are to the economy and how important the security of the ports are to the city and the nation.

Fluty previously served as the Deputy Assistant Commissioner for CBP’s Office of Training and Development where as a senior executive, he ensured all employee training and development efforts support CBP’s mission and met the needs of a diverse and dispersed workforce.

Fluty is no stranger to the Houston area. He served as Director of CBP’s Houston Laboratory in the Office of Information and Technology where he was responsible for providing CBP and DHS law enforcement officers with frontline technical assistance and scientific services in many diverse areas including Weapons of Mass Destruction threats, trade enforcement, forensic analysis, and crime scene investigation.

“I am excited to be returning to Houston to lead a group of professionals in carrying out our mission of protecting the nation from terrorists and terrorist weapons,” Fluty said. “I am also looking forward to working with our local partners as well as our industry stakeholders to ensure we continue to facilitate legitimate trade and travel.”

The Houston/Galveston Seaport is the largest container port on the Gulf Coast and according to American Association of Port Authorities is ranked as the 9th busiest port in North America. As the Area Director, Fluty is responsible for oversight of CBP operations in the following ports: Port Arthur, Beaumont, Corpus Christi, Freeport, Galveston and Houston.

“We look forward to Dave re-joining our team as the area port director,” said CBP’s Houston Director of Field Operations Jeffrey O. Baldwin, Sr. “His leadership skills make him an ideal fit to work with the other law enforcement agencies and stakeholders who share responsibility in protecting a port that is considered an economic base for the city as well as the country.”

Fluty has rapidly assumed positions of increased responsibility at CBP headquarters where he served as the Director of Scientific Services providing operational and administrative management of the CBP laboratory system and as the Deputy Assistant Director of Operational Support at the Department of Homeland Security Domestic Nuclear Detection Office where he helped develop the interagency nuclear decision protocols to adjudicate nuclear detection events at our nation’s borders and abroad.

He is a graduate of the CBP Senior Executive Service Candidate Development Program where he served as the Acting Port Director at the Hidalgo Port of Entry and Acting Assistant Commissioner for the Office of Training and Development. He holds a bachelor’s degree in Chemistry from the University of the Pacific and is a Senior Executive Fellow at Harvard University’s John F. Kennedy School of Government.
