Port of Beaumont Board of Commissioners
by Garrett Bryce
Monday, February 24, 2014

The Port of Beaumont Board of Commissioners today voted unanimously to approve the port’s 2014 Master Facilities Plan, a 10-year, approximately $500 million plan for improvements to the port’s facilities.

Port Director Chris Fisher said the plan is updated approximately every 10 years, though the previous plan was approved in 2006. Listen (6:01)

“We’re a little ahead of schedule, which is good,” Fisher said. “We had a very good process for implementing our last master plan.”

The plan consists of short-term projects, which total approximately $211 million in improvements planned within five years, and another $320 million in long-term projects, beyond five or 10 years in planning.

The board voted to approve the port’s Capital Improvement Program for 2014-2015.  According to Fisher, the program includes approximately $27 million in projects.

The board voted to award a $346,657 contract to W.B. Construction and Sons, Inc. for the Carroll Street Wharf Slab Overland and Bollard Replacement Project.  The project is part of the port’s 2014-2015 Capital Improvement Program.

The board voted to approve a tax abatement agreement with XL Systems for property located in the Project Weldon Reinvestment Zone.  XL Systems is proposing a $23 million investment in expanding its business, which will result in approximately 45 full-time jobs, according to Fisher.

The four-year abatement will provide a 100 percent abatement on the taxable value of improvements on its first year, declining by 10 percent each year following.

All items were approved.  All votes were unanimous with all members present. Agenda

During the meeting, the board heard a presentation from the port’s grant consultant, Rick Maldonado & Associates, Inc.
