Schwertner Files Bill to Eliminate Taxpayer Funding for Abortion Providers Like Planned Parenthood

Senate Bill 4 would prohibit cities, counties, or other local governments from using public funds or resources to support entities that conduct elective abortions.

AUSTIN, TX -- This afternoon, Senator Charles Schwertner, MD (R-Georgetown) filed Senate Bill 4, legislation to prohibit government entities in Texas from providing funding or other material support to an abortion provider or affiliate.  The First Called Session of the 85th Legislature begins this Tuesday and will last no more than 30 days.

"It's time to put an end to taxpayer-funded abortion in Texas," said Senator Schwertner.  "Texans have made it abundantly clear that they don't want their hard-earned tax dollars used to fund abortion providers like Planned Parenthood…regardless of whether those dollars are collected at the local, state, or federal level.  During this special session, I look forward to fully defunding Planned Parenthood and finally making it clear, once and for all, that taxpayer funds will not be used to support abortion in any way, shape, or form."

State Representative Drew Springer (R-Muenster), who carried a similar proposal in the regular session, also announced his intention to sponsor Senate Bill 4 in the Texas House of Representatives.  In filing Senate Bill 4, Senator Schwertner also announced that 17 other members of the Texas Senate have agreed to joint-author the legislation:

Senator Paul Bettencourt (R-Houston)

Senator Brian Birdwell (R-Granbury)

Senator Dawn Buckingham (R-Lakeway)

Senator Konni Burton (R-Colleyville)

Senator Donna Campbell (R-New Braunfels)

Senator Brandon Creighton (R-Conroe)

Senator Craig Estes (R-Wichita Falls)

Senator Bob Hall (R-Edgewood)

Senator Kelly Hancock (R-Richland Hills)

Senator Don Huffines (R-Dallas)

Senator Joan Huffman (R-Houston)

Senator Bryan Hughes (R-Mineola)

Senator Jane Nelson (R-Flower Mound)

Senator Charles Perry (R-Lubbock)

Senator Kel Seliger (R-Amarillo)

Senator Larry Taylor (R-Friendswood)

Senator Van Taylor (R-Plano)

Prohibiting taxpayer funds from being used to support abortion providers and their affiliates was a key priority of Governor Greg Abbott's LIFE Initiative, which he announced in August 2015.  In addition to its strong backing in the Texas Senate, SB 4 carries the support of the state's most prominent pro-life organizations, including the Texas Alliance for Life, Texas Right to Life, the Texans for Life Coalition, and the Texas Catholic Conference.

A medical doctor by training, Dr. Schwertner serves as Chairman of the Senate Committee on Health and Human Services.  Schwertner is currently serving his third term as the senator for Senate District 5, a ten-county region of central and east Texas.
