Reynolds Files HB 392 allowing for greater transparency and legal protection
in the Grand Jury process

I recently filed House Bill 392 regarding allowing for greater transparency and legal protection in the Grand Jury process.

The current process is unfair to witnesses during Grand Jury proceedings. Currently, an attorney for a witness is only allowed to sit outside a Grand Jury hearing and wait for the witness to come out in order to seek legal assistance from their attorney. Effective assistance of counsel is a fundamental element of our criminal justice system and is a key legal safe guard in our US Constitution.

The lack of adequate access to an attorney creates an unfair advantage for the State. The very serious legal consequences of self-incrimination, perjury, and contempt of court punishments can result from inadequate access to an attorney. To ensure the integrity of the Grand Jury process, HB 392 provides equal access to an attorney and more properly balances the scales of justice for all parties who are involved.

I stand with my democratic colleagues as we focus on the issues that are important for our state to thrive. We are continuing to fight for policies that emphasize Democracy, not discrimination. We need to address the serious concerns that are plaguing our criminal justice system and look at common sense solutions. It is time to work together as neighbors and fellow Texans.
