The Houston Independent School District Board of Education on Thursday voted unanimously to call for an election on November 7 to elect trustees for Districts I, V, VI, VII and IX, as well as a special election for District III, the seat that had been held by Manuel Rodriguez, Jr.

Rodriguez, who was re-elected in 2015 passed away in July, the candidate elected will fill his unexpired term, which ends in 2019.

Trustees with terms expiring are Anna Eastman, Michael Lunceford, Holly Maria Flynn Vilaseca, Anne Sung and Wanda Adams. Those elected to the board serve four year terms.

The board voted 5-0, with Jolanda Jones away and Eastman not present, to appoint David Johnson to represent the school district on the Tax Increment Reinvestment Zone No. 1 Board of Directors.

The board voted 5-0, with Jones away and Eastmant not present, to endorse the candidacy of charles Cunningham for election as a Texas Association of School Boards Director from Region 4.

The board voted 3-4, with only Jones, Adams and Rhonda Skillern-Jones voting in favor of approval, to deny a motion to waive a portion of a policy requiring a request for proposals for charter campuses and programs and to approve a partial application from Creating Outstanding Results Everyday Academy to operate for the 2017-2018 school year.

The board voted 0-6, with Eastman not present, to deny a motion to approve a resolution to request a review by the Texas Legislative Budget Board.

The board voted unanimously, with Eastman not present, to adopt a monitoring calendar in accordance with the Texas Education Agency Implementation Integrity Instrument.

The board voted 5-1, with Jones opposed and Eastman not present, to renew a contract with Firefly Digital, Inc. for management of magnet applications and the magnet lottery.

The board voted 5-1, with Jones opposed and Eastman not present, to renew a contract with the Baylor College of Medicine for the Baylor College of Medicine Academy at Ryan, Baylor College of Medicine Academy at Rusk, and the Michael E. DeBakey High school for Health Professions for the 2017-2018 school year.

The board voted 4-2, with Diana Davila and Jones opposed, and Eastman not present, to approve a contract for the purchase of attendance credits from the State of Texas for the 2017-2018 Recapture Payment. The district is required to submit an annual contractual agreement to the Texas Commissioner of Education by September 1 as part of its status as a Chapter 41 school district, requiring it to send funds to the state through the purchase of attendance credits.

If the district submits the contract by September 1, it remains eligible for an early agreement credit.

The board voted unanimously, with Eastman not present, to approve revisions to board policy regarding class rankings.

The board voted 5-0-1, with Skillern Jones abstaining and Eastman not present, to approve the personnel agenda as discussed in closed session.

The board voted 5-0-1, with Skillern Jones abstaining and Eastman not present, to authorize settlement in the matter of Tiffany Schuler a/n/f T. S., a minor vs. Houston Independent School District, et al, as discussed in closed session.

The board voted 5-0-1, with Skillern Jones abstaining and Eastman not present, to authorize a mediated settlement in the matter of Garrett B., b/n/f Greg and Michelle G. vs. Houston Independent School District, as discussed in closed session.

The board took no action resulting from items discussed in closed session.

All other items were approved by a vote of 5-0, with Jones and Eastman not present. Trustee Michael Lunceford was absent from the meeting and the District III seat is vacant. Agenda
