Webster City Council on Tuesday voted 5-2, with Beverly Gaines and Martin Graves opposed, to approve a request for a special use permit to allow a credit access business at 17200 Highway 3.

The applicant would operate an auto title/payday lending business at a recently constructed commercial center on Highway 3.

A public hearing was held prior to consideration of the item. Omar Izfar, an attorney for Apache Finance and Leasing, and Michael Ground, President of the Texas Organization for Financial Service Centers, spoke in favor of the request.

The city council voted unanimously to call a public hearing for September 19 to receive comments regarding the proposed FY2018 Budget.

The proposed budget includes $42,159,370 in total resources, and projected expenditures of $40,050,930, including transfers and planned use of fund balance. Proposed Budget
