League City City Council on Tuesday voted 5-2, with Greg Gripon and Larry Millican opposed, to cast votes in the election of members to the Galveston Central Appraisal District Board of Directors.

The city council cast 306 of its 310 ballots in favor of electing Donald Gartman, and one vote each in favor of electing Bruce Clawson, Mary Trish Hanks, Roney McCrary and Victor Pierson.

An amended ballot was sent to the city regarding candidates for the board. Candidates include Scott Brast, Kevin Corcoran, Vaun Henry, Clay Morrison and David Moss in addition to those voted for by League City.

The city council voted unanimously to amend the city's Code of Ordinances regarding subdivision engineering standards, street tree regulations, and allowing the city engineer to issue acceptance of public infrastructure improvements upon approval by all appropriate city inspectors.

Millican asked questions regarding language regarding the ownership of detention ponds by homeowners associations if there is no association in place. Listen (20:14)

Council Member Hank Dugie discussed tree planting near streets and sidewalks, stating concerns about the distances in the ordinance and the possibility of root systems impacting curbs and concrete.

A public hearing was held prior to approval of the item, no members of the public addressed the council during the hearing. However, during citizen comments, two developers spoke on the matter voicing concerns regarding a provision concerning gray water systems. Listen (4:31)

The city council voted unanimously to postpone action regarding a $2,117,098 contract with Mar-Con Services, LLC for the St. Christopher Avenue Reconstruction Project.

The item will be considered at the third meeting of 2018.

The city council voted 5-2, with Keith Gross and Nick Long opposed, to approve a professional services agreement with Dannenbaum Engineering Corporation for the West Side Well and Booster Pump Station Project.

The city council voted unanimously to make appointments to boards and commissions.

The city council voted unanimously to appoint Mark Smith to the Civil Service Commission.

The city council postponed action regarding designation of a representative and alternate to the Houston-Galveston Area Council General Assembly and Board of Directors for 2018.

The city council voted unanimously to grant a franchise to AmeriWaste League City, Inc. for a five-year term for solid waste collection in the city.

The city council voted unanimously to approve an addendum to an agreement with BFI Waste Services of Texas, LP (doing business as Republic Services) for waste collection services in the city. The addendum extends the agreement ending date by a period of time not to exceed 6 months.

The city council voted 6-0-1, with Gross abstaining, to approve a motion to purchase Parcels 1, 2, 3, 5 and 6, associated with the Park Avenue Redevelopment Project, as discussed in executive session and to authorize the city manager or his designee to execute and the city secretary to attest to such documents necessary to complete the conveyance.

The city council took no action resulting from executive session discussions regarding a financial offer or other incentive to a business prospect seeking to locate, stay or expand within the city.

The city council took no action regarding consultation with the city attorney concerning pending or contemplated litigation in connection with the Comcast franchise.
