Culberson: Houston Needs Targeted Spending for Flood Control

Washington D.C. – Representative John Culberson (TX-07) released the following statement today after he provided testimony on congressional earmarks before the House Rules Committee: 

“I strenuously oppose any effort to return to the secretive and abusive earmark process of the past."

“Houston has suffered three catastrophic floods in the last three years, and we cannot wait another fifteen to twenty years to finish the flood control projects that must be built to protect our city." 

“Therefore, I recommended to the committee that Congress create a new category of targeted spending for flood control projects that are formally recommended by local or state government." 

“To speed up completion of Harris County’s flood control system and to rapidly build a third reservoir in Northwest Harris County, I need this legislative change so that I can frontload funding for these flood control projects and put a firm time limit on their completion. The earmark ban makes it impossible for me to do this today.”
