Galveston County Commissioners Court today voted unanimously to designate Nicole Stelly as the wage compliance officer for verification of Davis-Bacon wage rates required by federally funded construction projects.

The court voted unanimously to authorize the county judge to sign an amended contingent fee contract for opioid litigation as approved by the Texas Comptroller of Public Accounts.

The court voted unanimously to execute an interlocal agreement with the Texas Department of Transportation to provide uniformed, armed peace officers and equipment for law enforcement general surveillance and traffic control for the Ferry Landings.

The court voted unanimously to authorize the FY2018 letter agreement to the 2015 interlocal governmental agreement for school liaison officer program between Texas City Independent School District and the county.

The court voted unanimously to recognize Brent Norris on his retirement as the Juvenile Justice Department Director.

Judge Mark Henry called Norris a “great asset to the county.” The county judge recalled Norris’s work during Hurricane Harvey, stating the now-retired official was able to evacuate the juvenile justice facility before an adjacent levee gave out. Listen (1:32)

“Brent had all those kids out of that detention facility in about 35 minutes,” said Judge Henry. “His ability to respond to something that would’ve been tragic and very devastating was impressive.” Norris was absent from the meeting.

The following three items were deferred:

  • Consideration of approval of (re)appointment(s) to the Harris-Galveston Subsidence District submitted by Commissioner, Precinct 2
  • Request transfer from General Fund Budgeted Reserves to District Court Administration for salary and benefits associated with the District Court Administrator position
  • Consideration of granting authority to County Judge to sign a resale deed on 5310 Honeyvine Drive in Dickinson.

The court met in executive session, but did not took any subsequent action on items discussed in closed session, which included litigation matters in Kyle Springer vs. Unknown Rekoff, et al in the Unitd States District Court for the Southern District of Texas; Bonnie Quiroga vs. Galveston County and Gilchrist Community Association vs. County of Galveston, as well as discussion regarding magistrate hearings and jail docket and the county's purchasing policies and procedures manua;.
