Webster City Council on Tuesday voted unanimously to order an election for May 5 to elect two council members.

Jennifer Heidt, in Position 1, and Andrea Wilson, in Position 2, have terms expiring in May. Both Heidt and Wilson have filed for re-election. Candidate filing continues through February 16.

The city council voted to authorize, on second reading, an expenditure of $2.5 million by the Webster Economic Development Corporation to attract a new business enterprise within the Genesis Project.

The city council voted to modify the compensation objectives and pay structure of the comprehensive pay plan for all city employees.

The item was modified to implement the pay plan to the 75th percentile of the market, as opposed to the 90th percentile. The cost to implement the study at the 90th percentile was estimated at $860,000, while fully implementing the plan at the 75th percentile cost $450,000.

The city council voted to accept the requirements of a grant from the Texas Criminal Justice Division of the Governor's Office for rifle-resistant body armor.

The city will receive $29,238 through the grant, which will provide for 45 vests. There is no matching funds requirement for the grant.

The city council voted to renew an agreement between the city, as part of the Bay Area Emergency Responders, with NASA/Johnson Space Center. The agreement provides for sharing of facilities with the members of the Bay Area Emergency Responders, which includes League City, Nassau Bay, Seabrook, Kemah, Friendswood, El Lago and Webster. The agreement also allows Webster access to Ellington Field for offsite housing of emergency vehicles.

The new agreement is for a term of three years.
