Galveston City Council Special Meeting

Galveston City Council, in a special meeting held today, voted unanimously to authorize the city manager to execute a blanket utility easement to Centerpoint Energy Houston Electric LLC for a 2.73 acre tract of land related to the 57th Street Pump Station.

The easement will provide electricity to allow completion of the pump station project.

The city council voted unanimously to appoint David Watson, Brian Manuel, Leon Phillips, and Jody Stein to the Broadway Advisory Group Ad Hoc Committee. Listen (8:21)

“The ad hoc committee was extended to a May 31, 2018, life,” said Mayor Jim Yarbrough. “However, the work is still to be done. Quorums are difficult to obtain.”

The mayor added a poll was taken of the group’s frequently absent existing members. It is revealed that these members do not have enough time to finish their work with the committee.

During the discussion of the item, City Attorney Donald Glywasky brought up Mayor Pro Tem Terrilyn Tarlton-Shannon’s place on a committee.

“I was asked at the beginning of the week whether your sitting on this board is a violation of conflict of interest,” said Glywasky to Tarlton-Shannon. “I need to look at that issue, and I would suggest, it’s fine to go ahead and proceed, but I’m going to write a memo on that.”

“Is it because I have a business on Broadway?” asked the mayor pro tem.

She insisted that she does not have a vote with the committee.

“You’re on city council,” replied Glywasky.

Council Member Frank Maceo implored the new members to take their roles seriously.

The city council voted unanimously to authorize, adopt, and approving the second amended and restated development agreement, together with each of its attachments for the Beach Town East Development in Reinvestment Zone Number 13 (Ordinance No. 01-102) in order to clarify and to amend certain provisions in settlement of disputes between the parties.

All members were present.
