Council Approves Strategic Action Plan for City

Plan contains set of initiatives to guide work of City staff over the next three to five years

At their meeting on July 10, 2018, City Council unanimously approved a Strategic Action Plan designed around a set of eight critical success factors necessary to ensure League City is the best place to live, work, and play. Those critical success factors include: develop and maintain our infrastructure; financially sustainable; safe and desirable community; quality community amenities; trained, committed, and valued workforce; engaged residents; economic development and tourism; and quality-built environment.

The plan, which was developed by Council, the Mayor, and City Management over the last six months, contains eleven priority initiatives and a framework of actions steps and deadlines to guide the work of City staff over the next three to five years. The initiatives include:

  • Secure water supply for buildout and implement water master plan.
  • Continue to refine and utilize the master mobility plan so as to improve traffic flow.
  • Develop a long-term financial plan to reduce tax and debt burden on residential property owners.
  • Maintain emergency response times.
  • Focus on acquisition of new land development of existing land for facilities, recreation programming, and trails as outlines in the Parks Master Plan.
  • Explore and create opportunities for development along Clear Creek, as utilization of detention, retention, and drainage easements.
  • Build a new animal shelter, as approved by council, with a focus on community involvement through volunteerism, outreach, and education.
  • Enhance the employee recognition program that includes incentivizing staff innovation and recognizing S.E.R.V.I.C.E. values.
  • Develop a citizen survey.
  • Continue to identify and target potential investors and partners to create entertainment venues by offering a fast-track process and economic development incentives.
  • Implement cohesive enhanced development standards that address aesthetics, flood risk, site planning and energy (LEED).


Prior to the plan’s approval by Council and the Mayor, League City citizens were able to provide their feedback during a town hall meeting on June 20. In addition, all League City residents were invited to take part in an online survey June 25-July 1. More than 2,900 residents responded to the survey and responses are currently being tallied and will be shared with Council and the Mayor in August.

“The Strategic Action Plan is a living, breathing document, and there will be changes and adjustments along the way as we hear from our residents,” said League City Mayor Pat Hallisey. “We want to make sure we are addressing issues and developing the right priorities based on the needs and wants of our citizens.”

The City’s Strategic Action Plan also contains a mission statement for the City—providing extraordinary SERVICE to create and sustain a historic, dynamic, and prosperous community—and organizational values. Both the mission statement and values were developed with the input of city staff who shared their feedback at several meetings and through an employee survey. The values include:
